Initiative of the Directorate of Road Safety Recognised at the 2025 Prince Michael International Road Safety Awards

A new international distinction places Peru on the global road-safety agenda. The Safe School Environments National Programme – “Entornos Escolares Seguros” – implemented by the Ministry of Transport and Communications (MTC) through its Directorate of Road Safety, has been honoured with the 2025 Prince Michael International Road Safety Award (United Kingdom) – one of the most prestigious recognitions worldwide in the field of road safety.

The programme received the award in the Road Safety Management category, which each year acknowledges initiatives that achieve transformative impacts in key areas such as infrastructure, innovation, sustainability, education, and emergency response.

This international distinction reaffirms Peru’s leadership in implementing public policies aimed at saving lives on the roads. The pioneering programme seeks to ensure that children and adolescents can travel safely to and from their schools through safe and inclusive road infrastructure, pedestrian-focused urban design, and evidence-based digital tools.

Since its implementation in 2021, the initiative has achieved improvements in more than 900 educational institutions across 61 districts in 18 regions of the country, benefiting over 700,000 students and 35,000 teachers. In addition, 71 municipalities have been trained and 138 specialists certified through the Safe School Environments training workshop. Among its main achievements are the publication of the Guide for the Implementation of Safe School Environments and the launch of the School Zone Road Safety Platform, which enables the reporting and monitoring of progress in school-zone interventions.

The application of the Star Rating for Schools (SR4S) methodology has supported the consolidation of the national model. A pilot project in Trujillo and some pilots carried out in partnership with 3M were evaluated using SR4S. The Trujillo project achieved the maximum road safety rating of 5 stars. The program is currently applying SR4S in projects being implemented together with the Touring y Automóvil Club del Perú, and most recently, an SR4S project was completed in the district of Surquillo, in Lima.

This efforts of the program are supported by the 2023–2030 Multisectoral National Road Safety Policy and by funding mechanisms such as the Incentives Programme for the Improvement of Municipal Management of the Ministry of Economy and Finance (MEF), ensuring its continuity and expansion as a long-term public policy.

The international recognition highlights the programme’s impact and brings visibility to the coordinated work between the national government, municipalities, and school communities to save lives on the roads—consolidating the Peruvian model as both replicable and sustainable across the region.

More Awards
The Safe School Environments Programme has also been recognised as a Good Practice in Public Management 2025 by the NGO Ciudadanos al Día, in the category Sustainable Mobility and Public Spaces. Likewise, in 2023 the National Road Safety Observatory (ONSV) of the MTC received the award in the category Open Data in Public Management for its contribution to generating knowledge to improve road safety.

Through these achievements, the MTC reaffirms its commitment to building a safer and more sustainable mobility system—ensuring that every journey to school is a protected one.
